Will first off the bat, I think you mean the Internet Protocol numbers (IP). ISP stands for Internet Service Provider, like Comcast or AOL. :) IP numbers and URLs are completely unrelated. You cannot derive one from the other. A given URL could actually be associated with any IP number and vice versa, they can be changed and traded. This is where a DNS service like Godaddy comes in.
